The First
For too long we have been too complacent about the workings of Congress. Many citizens had no idea that Congress members could retire with the same pay after only one term, that they didn't pay into Social Security, that they specifically exempted themselves from many of the laws they have passed (such as being exempt from prosecution for sexual harassment) while ordinary citizens must live under those laws. The latest is to exempt themselves from the health care reform that is being considered--in all of its forms. Somehow, that doesn't seem logical. We should not have an elite class that is above the law. I truly don't care if they are Democrat, Republican, Independent or whatever. The self-serving must stop. This is a good way to do that. It is an idea whose time has come.
Proposed 28th Amendment to the United States Constitution:
"Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and Representatives; and, Congress shall make no law that applies to the Senators and Representatives that does not apply equally to the citizens of the United States".
If each person contacted a minimum of twenty people on their address list and asked each of those to do likewise, in three days, all the people in the USA will have received this message. This is one proposal that really should be passed around.
The Second - - - expands a bit and drives home the simple concept of a citizen Congress
I am sending this to my e-mail list which includes conservatives, liberals, and everybody in between. Even though we disagree on a number of issues, I count all of you as friends. A friend and neighbor wants to promote a "Congressional Reform Act of 2010." It would contain eight provisions, all of which would probably be strongly endorsed by those who drafted the Constitution and the Bill of Rights.
I know many of you will say, "this is impossible." Let me remind you, Congress has the lowest approval of any entity in Government. Now is the time when Americans can join together to reform Congress - the entity that "represents" us.
We need a Senator to introduce this bill in the U.S. Senate and a Representative to introduce a similar bill in the U.S. House. These people will become American heros.
Congressional Reform Act of 2010
1. Term Limits: 12 years only (see the possible options below)
A. Two six-year Senate terms B. Six two-year House terms C. One six-year Senate term and three two-year House terms
Serving in Congress is an honor, not a career. The Founding Fathers envisioned citizen legislators who serve your term(s), then go home and back to work.
2. No Tenure/No Pension:
A congressman collects a salary while in office and receives no pay when they are out of office.
3. Congress (past, present & future) participates in Social Security:
All funds in the Congressional retirement fund moves to the Social Security system immediately. All future funds flow into the Social Security system; Congress participates with the American people.
4. Congress can purchase their own retirement plan just as all Americans:
5. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.
6. Congress loses their current health care system and participates in the same health care system as the American people.
7. Congress must equally abide by all laws they impose on the American people.
8. All contracts with past and present congressmen are void effective 1/1/2011. The American people did not make these contracts with congressmen, congressmen made all these contracts for themselves.
